If you had such a board and CPU you could fall back on presets. AMD's representative probably recommended it just to get the most power through the CPU, but it's just reckless, I wouldn't take everything AMD says to heart because they aren't even 100% positive that what they're engineering is safe, they can't even recommend any voltages for overclocking that are safe because each chip handles voltages.
